The C-factor
The C-factor is a pricing tool built into Royal Mail’s licence which aims to compensate customers should quality of service targets not be hit. It provides Royal Mail an incentive to hit quality of service targets by reducing Royal Mail’s ability to increase prices if targets are not met.
The application made by Royal Mail to Postcomm can be found here.
Postwatch will be writing to Postcomm in the following days to express its opinion on the application.
