Postwatch is an independent organisation, not attached to the Royal Mail Group or part of the Government. Postwatch was set up to ensure that post offices, Parcelforce, Royal Mail and any competing postal providers, give the best service possible to you, their customer. The role of Postwatch is to protect, promote and develop the interests of all customers of postal services in the UK. We campaign for a better overall postal service for customers, advising Government, the Regulator and Royal Mail Group on consumer views, demands and needs.

I'm posting here because I can't find a general forum for queries to Postwatch.
Looking through the Postwatch site I see there was some research into postal services in the Asia Pacific region conducted by Arrowhead exclusively for Postwatch.
The countries covered were Australia, New Zealand, Singapore, Japan and Hong Kong.
The introduction and explanation says these countries are significantly different from the UK and other EU countries.
Is it possible to say:
- how much this research cost?
- why it was relevant to the UK?
- why did Postwatch consider it should commission this research rather than leave it to Postcomm, an operator or the government?
The research was to assist us, and our stakeholders (including Government and the Regulator), in assessing a range of approaches in other countries which could be applied to UK policy making. Its primary purpose was to understand the effect on consumers of market developments in these countries.
We are unable to provide cost details through this forum.
I think we can assume the cost of the research was significant... Therefore wouldn't it have been more relevant if the research had concentrated on markets that are similar to the UK and not "significantly different"?
...of course the introduction to the report then goes on to say that 'there are many key issues and opportunities held in common.' It would be interesting to know which areas you found relevant and which you may have found less relevant.
We have found a number of issues discussed of value. Examples include:
- detail on Australia's move to an ombudsman scheme for post given the current consumer legislation going through Parliament.
- the New Zealand example of applying legal sanctions to some deliverers of unsolicited mail in the context of the current UK debate.
- Japan Post discontinuing early collections given the UK regulator's recent consultation on collections and deliveries.
